女士们、先生们

上午好!

今天,我们在江苏南京市力学小学举办公民教育国际论坛。这是江苏教育界的一件大事和盛会。

首先,请允许我代表江苏省教育厅向来自美国、阿根廷、泰国、印度尼西亚的国际公民教育专家表示热烈的欢迎;

向来自上海、云南、山西、山东的公民教育专家、同行和全省各市的公民教育专家们表示热烈的欢迎和衷心的感谢。

中小学生,是和谐社会的建设者,是未来美好社会的创造者。

公民教育是国民教育的基础性内容。加强公民教育,培养合格公民,是我们教育工作者的责任、义务和追求。

自2005年7月开始,江苏开展了公民教育实践活动。

四年多来,由于各级教育行政部门的关心支持和各级教研室的精心指导,全省13个市都开展了公民教育实践活动。其间还开展了国际间的交流交往。如2006年10月30日,美国公民教育代表团访问苏州,观摩了苏州市19所学校26个项目听证展示。2008年,省教研室还举办了全省公民教育实践活动项目案例评选,共有219个中小学项目获奖。

根据2009年9月的统计,江苏全省13个省辖市共约423所学校、1725个班级、1693位教师、77837名中小学生参与公民教育实践活动项目。特别是常州、南京、苏州、盐城市等地的公民教育实践活动项目,由于领导重视、指导有方、参与面广,在当地产生了积极和深远的社会影响。

例如南京力学小学的学生通过活动促成了南京鼓楼区垃圾车的改造和学校门口道路交通标识的完善,南京北京东路小学促成了南京市小学生学生证的发放,苏州常熟商城小学学生促成了附近家长接送车辆乱停车问题的解决,等等。

学生把当地的公共政策问题当成已任,直面学校、家庭周边社区突出的、“老大难”问题,用自己的思辨和见解、真诚和执著,为当地和谐社会建设作出了力所能及的贡献;也以自己特有的方式,解读着中小学生的国家、公民的主人翁精神。

在每一个公民教育实践活动项目中,课题的确定都是学生自己选择的;活动的全过程都由学生自己策划、组织主持。可以说每一场听证展示,都如同人生在社会上的一次真实考试,充满了探究、思考、惊喜和惊叹。

在这样的过程中,学生成为项目课题的学习者、研究者,成为问题解决的亲历者、参与者。学生收集整理信息、分工协作、合作交住的能力,演说和思辨能力得到了锻炼,学生的知识面和视野也随之大大拓宽,学生的法律意识、公民意识和国家意识也在活动过程中得到了养成、增强和提升。

公民教育实践活动项目让学生在活动中探究、体验、感悟、成长,把学生、家长和社会借助项目课题沟通到一起,在解决社区真实问题的过程中共建和谐社会,这是江苏中小学德育工作的新思路、新模式,也是努力实践胡锦涛主席“加强公民意识教育”指示的积极、有效的尝试。

江苏公民教育实践活动项目,得到了以奎克利先生领导的美国公民教育中心和很多国际公民教育专家的关心和支持;得到了云南、上海、山西、山东很多公民教育同仁的关心和支持;得到了江苏各级教育行政部门、教研部门和新闻媒体及社会各界有识之士的关心和支持。在此,我们表示十分地感激!

特别是参加这个项目的学校的老师和学生,他们付出了辛勤劳动,取得了丰硕成果,为学校德育工作探寻新经验,为少年儿童公民意识教育探寻新路径,也为和谐社会建设作出了新的贡献。

秋天,是收获的季节,也是播种希望的季节。我们在常州/南京观摩学生的公民教育实践听证展示,分享收获的喜悦。我们还将围绕“加强公民意识教育”主题,就今后如何更加有效地开展中小学公民意识教育的基本方式、主要经验和存在的共性问题及有效策略进行广泛讨论和探索。我相信,这次会议一定会对今后的活动开展产生重大的影响。

这次会议也将进一步增强我们和国际公民教育专家学者们工作和感情的交流,为我们以后的更加密切、更有深度的合作提供了平台。

我希望:全省各级教育行政部门和学校的领导、老师们,能够以更高的热情、更强的责任感,重视和组织好江苏的公民教育实践活动项目。

我相信,在大家的共同努力下,江苏的公民教育实践活动项目,一定会给我们的学生、同时也会给我们的家长、社会留下更多的感动,更多的成果,更大的喜悦!

Speech at the International Forum on Civic Education

Good morning, ladies and gentlemen,

It is a great pleasure for us to gather here today for the International Forum on Civic Education. It is not only an honor for Nanjing as the host cities, but also a big event for Jiangsu’s educational development.

First, on behalf of the Jiangsu Provincial Department of Education, please allow me to express our heartfelt welcome to all experts on civic education from home and abroad. It is a great honor for us to have distinguished guests from the USA, Argentina, Thailand, and Indonesia, and also experts from Shanghai, Yunnan, Shanxi and Shandong. I’d also like to express deep thanks to teachers from our own province for their hard work.

Elementary and middle school students are actively involved in the building of our harmonious society, and they are also the creators of our bright future.

Civic education is a basic part of public education. To strengthen civic education and cultivate good citizens is our common task, obligation and pursuit.

Since July, 2005, Jiangsu has carried out the Project Citizen, which has developed quickly and made great achievements in the past four years, thanks to the support and guidance of experts and officials in charge from all around the province. We also had many international exchanges. For example, on October 30, 2006, the US delegation of civic education visited Suzhou and attended the hearing of 26 civic education programs. In 2008, the Jiangsu Provincial Teaching Research Office organized an assessment of Project Citizen, and 219 programs won awards.

According to statistics till September, 2009, the Project Citizen has involved 423 schools, 1,725 classes, 1,693 teachers and 77,837 students around Jiangsu province. In the cities of Changzhou, Nanjing, Suzhou and Yancheng, the project has achieved especially good effects and positive social influence, thanks to the strong support and expertise guidance from local authorities.

There are many good examples. In the project, students from the Nanjing Lixue Elementary School made great efforts in improving the garbage trolleys and traffic signs in the Gulou District. Also in Nanjing, the Beijing East Road Elementary School students contributed a lot in issuing elementary school student cards. In Suzhou, the Changshu Shangcheng Elementary School students helped solve the parking problem near the school.

Thanks to civic education, students became more aware of their social responsibilities and tried to solve local problems with their sincerity and perseverance, making their due contributions to building a harmonious society. Through their activities and efforts, they demonstrated a high sense of citizenship.

In every program, the students decide on the topic issue, and everything is planned and organized by the students themselves. Each hearing is a real life test full of amazements and wonders, showing students’ capacity for exploring and independent thinking.

In this process, students become active learners and researchers, and they take part in the solution of problems. Their abilities in information processing, teamwork and communication have been remarkably enhanced. Their strategic and creative thinking, public speaking skills and quick wits have also been greatly developed. The Project Citizen has helped students broaden their horizons, and promoted their awareness of law, citizenship and the state.

The Project Citizen encourages students to explore, experience and progress, and the project promotes coordination between students, parents and community, who are devoted into solving community problems and thus contribute much to the building of harmonious society. It proves to be a new approach and effective mode of moral education, and it is a fruitful practice in active response to President Hu Jintao’s call to strengthen civic education.

Jiangsu’s Project Citizen has received support and help from many organizations and friends. We’d like to avail ourselves of this opportunity to express our gratitude to all international friends, especially the US Center for Civic Education headed by Mr Quigley. Our thanks also go to our colleagues from Yunnan, Shanghai, Shanxi, and Shandong. Last but not least, we cherish the work of all people from our own province who supported the project.

Here we’d like to express our deepest thanks to all teachers and students taking part in the Project Citizen. It is their efforts that make all these achievements possible. Thanks to their hard work, we have managed to find a new way of moral education, contributing much to the building of our harmonious society.

In this season of harvest, it is a great joy for us to attend hearings in Changzhou and Nanjing, witnessing the fruitful results of the Project Citizen. During the forum, we will also have talks about “how to strengthen civic awareness” and many other issues about civic education, such as its basic approaches, common problems and effective strategies. I believe this forum will bring forth benefits to us all on a common ground.

This forum will also further promote international communication and foster closer international cooperation.

I hope that our educational departments, school executives and teachers will put more work into the Project Citizen with greater enthusiasm and responsibility.

I believe that with efforts of everyone, Project Citizen will surely make more achievements and deliver us more pride and pleasure.

At last, I wish this International Forum on Civic Education a full success!
